Tell me again why we are still in a state of emergency?

The number on the right is the 7 day death rate (deaths per 100,000) in Washington state.  Given that two counties reported 0.1 and one county reported 1.0, and that the rest show as 0, and that no actual statistics are readily findable, I think we can assume that 0.1 is rounding up (cynical me doubts that they would round down). So that's 250 people who died "from" Covid in the last week in our state.

3.5 million people in Washington state.  Less than 0.01% of the population died of a pandemic level influenza virus last week.

What am I missing here?

12/4 Edited because my math brain apparently briefly stopped working.
